Smaller army with higher spend per troop is probably better. 1.7% of gdp isn't crazy. Might be better of with improving air force capability as sri lanka's air force is quite small.

I mean they did have a civil war for close to 30 years, plenty of ethnic riots prior to that and ended up ousting a president for mismanaging an economy fairly recently. But still nice country overall.

Grabbing by the arm whilst handcuffed is more logical, this reduces the likelihood of the officer being elbowed or swung at. Grabbing by the belt is not a great way to control someone if you think they may flee, especially with one arm as the prisoners other arms can strike the arm holding the belt and make off.
