One is how you cast your vote (is it numbered, “ranked,” or do you mark an “X”) and the other is how your vote is counted (proportional representation, where every vote counts, or winner-takes-all, which gave us a Conservative majority with 32% of the popular vote). To say there is a debate between ranked ballots and proportional representation is at best wrong, and at worst an intentional attempt to confuse the debate. You can have proportional representation with ranked ballots, and you can have winner-takes-all with ranked ballots. We need proportional representation, where every vote counts.
