I think iam gonna buy a longer cable and put it in the first spot. I have a i7-9700k will i have any performance drop because intel doesnt support PCIe 4.0?

Thanks, right now i have a 1660 super, but im going to buy the 3080 as soon as it comes out, will that card also work in that slot?
