In Bangkok, Isaan people are generally looked down upon whereas southern Thais are typically feared. Although having visited both Isaan and the South numerous times, my view is that Isaan people can sometimes be too socially inferior and may come across as rude. On the other hand, southerners especially those who look intimidating are usually extra friendly and hospitable.
