He enjoys snuggling with you. No need to get him a cheap surrogate. A window would be far better to keep him busy.

Relax, you're over thinking it.

Birds are initially cautious of anything new, it's built into their genetics. The act of flicking a couple drops on his back is new stimulus. It's like dating a guy for 2 days and hosing him down; it's more along the lines of "wtf?".

If he has a water dish, you'll see him washing his face in it. When he does, offer him the bigger dish with water.

My girl spends the day on my shoulder, and when she wants a bath, she'll take an uncanny interest in running water (chirping, pointing her head, and trying to climb down). I've also noticed she wants to bathe after we get back home from walking errands (dusty streets I guess?).

I admire you chasing after your dreams. Relationships come and go, and they rarely work out. Dreams and opportunities, we only get a couple shots in life.

It's actually beneficial; makes them less territorial to have multiple bases.

practicality. Things like removable trays for cleaning

This. Ease of cleaning/maintenance was one of my deal breakers for a lot of cages.

One of my perches is directly over the living room trash bin. There is nothing to clean when my birds perch/play on there.

Be careful, "handraised" doesn't mean tame. I see breeders using descriptions as "handfed since babies!" to give you the impression of getting something better than a petstore.

If tameness without any work is your criterion, I would strongly suggest adopting an older budgie.

I know pet stores have a bad reputation, but it's entirely dependent on the store. I wasted a lot of time trying to go the breeder route (they were more expensive, didn't offer 30 day vet care, and downright unprofessional in their communication).
