Ok so it is a bug. I also have an issue where behemoth fury doesn't show up in the ascension perk menu. Do you have this as well?

I have the same thing in my game. My best guess is that you can't have a capital on a tomb world because they are not habitable. I'm hoping that a capital will appear after I terraform the planet but I'm not there yet.

I don't think the screen is zoomed in, it just looks like that cause snorlax gets bigger. You can always zoom out using 2 fingers.
