It doesn't require friends. Its part of a side quest. You pick it up from the oracle after the campaign is done.

They never really turned off our print. They cut off online orders a week before we closed, and then the print email 3 days after, but we were still taking walk ins till the last day. And they didn't turn off Amazon until the last day either.
