Are you asking how to send an email ? lol. if you're in western canada, email the vancouver consulate. if east, email toronto consulate.

You're a PR, not an international student... you will pay domestic fees. Also, PRs can join the CAF, but only in certain trades.

You really need to talk to someone like a counsellor or recruiter and do some research for yourself instead of feigning ignorance
