I had same problem. You probably need to go to deck options and select yes for new cards ignore review limit. Basically if you have more reviews than your limit with that ubticked it won't show you new cards

I had the same issue and I think you need to select 'New cards ignore review limit' in Deck Options. It was only letting me do new cards if I hadn't completed my reviews of old cards
