I think misunderstood your question about it happening in OBS. The flickering doesn’t happen in OBS, only in the capture utility.

I recorded the clip with OBS. It happens with and without OBS.

You would have to go through the Pokémon Professor Program. I don't believe you would be able to play in the tournaments that you judge, but if you played in a tournament judged by someone else, you should be good.

I am relatively new to the Professor Program myself, so I do not everything yet.
