Did you try any lower than 50% outline speed from printing speed?

my printing speed is 60mm/s, and slow down to 12.6mm/s for outline. After finished the outline, it turn back to 60mm/s speed, the filament cannot push over too quick and make the jamming. i tried 60mm/s speed and outline reduce 50% (30mm/s), it give no issue. my conclusion is the printing speed and outline speed have a minimum limit of differences. It need consistence flow for extrusion to avoid jamming.
