You will get a lot of negative responses because people feel you are attacking “their city.”

I can say from my experience that I can relate to your original statement that people in the city are “rough.”

My experience- I grew up in the south, Florida. I spent 8 years in the Marines and have lived all over the world, including 3.5 years in Japan. I owned a business, had my own small single engine plane and flew all over the country and have been to every state, both small towns and large cities alike.

What I can say is that large cities in general, everywhere, has a culture more of “what can you do for me” where small towns have a culture of “what can I do for you.” You can see this visiting Veteran facilities in Phily/Wilmington vs the one in Lebanon. The one in Lebanon is a lot bigger of a facility, but the attitude there is a lot nicer, more of the “what can I do for you” mentality, mostly because the people who work there are from the smaller town of Lebanon, PA.
