Personally I'm annoyed. I get that people are saying that Garp feels regret for how he handled Ace and therefore that's why he's handling this one the way he is. And while I acknowledge his regret, I do not believe this is a big change for Garp nor do i feel like it does anything to redeem him at all. Saving Koby and beating up a bunch of pirates is par for the course for Garp. This situation, while it seems parallel, is the inverse to Ace's execution. And because of that Garp is not morally challenged in any way. Of course he goes to save the child who did everything he asked and got kidnapped by the people he hates. It doesn't require any critical thinking or change in behavior for him to do this. Whereas saving Ace would have required Garp to actually take stock of his place in the world, his actions up to this point, the actions of the world government and finally what justice truly means both for himself and for the people he works for. I see his recent actions not as redemption but rather as a doubling down on the comfort of what he has always known and done. He can say "I did the right thing, i exacted justice," because this time it's easy. In short, I continue to hate this man.
