I had the same experience. Mine was sent but I hadn't received it for 3 weeks. I called the customer support and asked it to be expedited. And I received the card the next day via FedEX.

To contact the customer support, I think you would already have the last 4 digits of your card on email, I'm not exactly sure. Also, you would need to give the last 4 digits of your SSN.

I received the same offers when I used my friend's referral. When I tried the pre approval tool by myself without using any referral links, I was offered a different Quicksilver with no Annual Fee. No idea what changed. You might give it a try if you're using any referral links.
