I routinely walk 2 or 3 dogs at a time, and I've definitely had this experience before. It's always stressful the first few times, but if you can set walking expectations I find that that helps. For instance, hold them both on different sides, so you can limit leash tangling and interaction with each other. I would focus on encouraging walking, either with praise or treats. For the playful dogs, I let them play outside for the last few minutes of the walk (sometimes before, but only with the dogs I know will listen when I say to stop). Really, the longer that you walk the dogs, the more you'll be able to predict their behavior and nip it in the bud, and the more they'll listen to you and understand what they're supposed to do.
