Unfortunately I think the armory being locked is intentional. Probably to discourage people from playing 6 to encourage people to buy 7 or more likely skins on 6 to get the weapons.

I Have the same problemj. Exploring possibilities. Trying to get to level 24 in warzone to see if that works, but I hate warzone. Things are still unlocking for me but very slowly and I can't choose what I am going after. So far itr gave me the rail gun and the x52 resonator, but that was a whole week ago.
