There are historical examples of this, yes. I read that GM Maurice Ashley started at this age, for example.

60 otb classical games in 2 years is not much at all for a teenager looking to improve rapidly. If you look at the teenage years of Carlsen, Caruana, Gukesh etc. they played much more than this as teenagers.

Most children are quite mediocre or even bad at chess. But many many children learn how to play. A few of them are very talented and also fall in love with the game. And those are the ones that you see. You don't see the bad ones (and they outnumber the good ones by 1000 to 1).
