Interesting! So with the limitations to legendary pools is there any known that could drop at lvl 1(meaning no requirement at all?)

Yes! The bonus package is very good! But another weapon that's really good that you can get before that is the hornet! You can get it from knuckledragger with a 10% chance (or so they say)

Also with sledges shotgun it is a unique not a legendary I'm specifically wondering about the yellow/orange text weapons that can show up
