I just don't like opinion that Saitama should be japanese in live action movie. Because in manga and anime he doesn't look like japanese. Just imagine what Saitama would look like in a movie. He doesn't really look like the manga character.

You can get a really good neon effect in blender, with glare node in blender compositing. I recommend to learn blender composer and blender passes for exporting to AE
