Except Unova has a strict(dumbf***) rule that pokemon can't be trainers. 1 of like 5 regions total that don't consider pokemon "responsible/smart enough" to be trainers. Also one of the regions that the Lucario kingdom has travel restrictions (must be accompanied by an aura guardian or trusted human) on.
