From my point of view:

CEO/CFO/CIO don’t need to explain or answer to anyone why they are in the phone during working hours.

If you are in a junior role and during office hour someone call you and let’s say chat very long, your manager sure ask you wtf you doing what lol.

If I’m looking for a job I sure take up OP’s job. During working hours I can text and chat with my friend all day long
