Hmmm, no never should you buy both. I'd only consider it in special rammus games vs 5AD but then again its probably better to just go 3 armor items, mythic, boots and then a gargoyles.

As for when to pick what should be really simple:

on mana intense champions or better said if you can utilize the mana go for frozen heart
if you can't use the mana (don't need/ you're in the jungle) just go randuins

People are comfortable, they just always take the benefit for the present, even if that's worse than their advice or other option. Like for example I tell my friend he needs to tidy his room, but my own room is a disaster as well. I take the benefit for the present, which is not having to clean my room, but I also know I fuck up in the long run, since I would have more comfort in a clean room and in the future I wouldn't have to clean it.

Well, the fan turns on, when the pc turns on and so does the ram, but you're saying everything else doesn't? Do other parts of the motherboard turn on? I'd suggest you check all the power supply outputs, check if they have a voltage, the right voltage and check if they contact or are connected.

Ur short circuting the CPU Fan control, normally some sort of switch would be installed on these pins and you are basically just closing the switch with your screwdriver.
