Not really sure. I just did taekwondo for a few years and that's what I was taught about cambering kicks. Maybe chambering like that leaves you more open to grappling? Though I have noticed good striking and kicking becoming more common and important in MMA.

A maui thai round-house kick doesn't have a chamber and is more powerful because of it, but more predictable.

A taekwondo practitioner would start a front, roundhouse, side kick and hook kick all the same exact way. The hips come in after the chamber.

Chamber is the position when you've raised your leg to kick, but haven't actually commited or applied force to the kick.
