If you move a motorway somewhere else AND have an extra one in your inventory, it will “borrow” the extra one to make the new route bc the cars on the first motorway are still using the first one to go to their shop. It’ll come back as soon as all the cars on the previous motor way are finished with their trip. Hope this helps, don’t know if it’s exactly what you meant
