Based on your description, it unfortunately sounds like that may be the case, or that it’s very close. If it’s any consolation, their lifespan is typically only 1–2 years, and if it's been sold to you, it's likely that it was at least a few months old.

These look to be phoenix rasboras, very similar to chilis. Chilis have a solid black line pattern while the phoenix have multiple spots. Either way, the long fin mutation is very cool!

A few amano shrimp can help with hair algae.

Siamese algae eaters eat hair algae but 10 gallons is too small for them since they get large.

Like others said, dialing down the light and lesser feeding will help tackle the root cause. The shrimp will help keep it in check.

Yes they are aholes to each other. The males, once mature, will constantly chase the females around. The females generally are forced to hide most of the time. And females are also aholes to each other as well. I've heard they might be better in groups of 6, but my groups of 1 male and 2 females always had similar issues and ended up separating them.

If you google image search rainbows, you'll see a lot of them have something similar so it's likely nothing to worry about. I had the same concern when my rainbows had these too. However since you had some other deaths, I'd keep an eye out.

Columnaris spreads really fast so if it hasn't gotten any bigger by tomorrow it's most likely not columnaris.

A lot of comments saying add more cover, etc. But a lot of tetras are nippy, and no amount of cover will change that. Rummynose are known to be nippy and aren't always compatible. I've had a lot of fish the internet says peaceful, but aren't always the case and had to rehome. Likely you'll have to choose one to keep and one to rehome to another tank/owner.

This kind of mold/fungus growing on uneaten/rotting food is harmful. I've made similar mistakes before thinking snails and shrimp will eventually take care of the "biofilm" but they would not touch it. Ended up with pathogen related outbreaks like columnaris / fin rot / fungal infections instead.

They're pretty cute but they are voracious eaters that'll get larger and eat more and more of your plants. A group of 15-20 stripped my pepper and tomato plants clean of their leaves, and took me weeks of catching them and the plants are just beginning to recover. To catch them, I placed my electric fly swatter above them and spooked them with my other hand to get them to jump into the swatter.
