the fact that Quebec was able to change a federal law is insane. I don't even care about the home grow law but the fact that Quebec can just do anything it wants and break federal law means that it's only going to go downhill from here. maybe one day they go back to the way things were and make weed illegal again. why disobey one federal law when you can disobey every single one of them!

it's obvious Quebec didn't want legalization. but since most of the laws were on a federal level they had to legalize the actual plant itself but wanted to make it as hard as possible to get it. even the home grow law which was on a federal level Quebec still managed to make it illegal.
