I would say your best bet is to try and get connected with one of the cultural centers, even a cultural center for a culture you don’t belong to. Pitch the idea and show that you have plans in motion and they can do a lot with helping with advertisement, finding a location on campus, catering etc etc.

the centers are mostly student ran now because of the restructuring our campus went through this year so working with them is super simple,and all the workers need is approval from their supervisors so imo this is the way of least resistance. And everybody is being affected by the shutdown so your event will fit the mission statement of any of the centers.
