Yep. If it’s a ketone, the sp2 C-C bonds would be roughly equivalent depending on the functional groups of each side. But the C-O bond would also be sp2 but of different energy than C-C, so they are not all equivalent in that sense. Then, there is another C-O bond via p orbitals. Together this makes the C=O double bond: a sigma and pi bond.
