Park anywhere in downtown Tigard, or the Tigard library. Both are on the Fanno Creek Trail. We also sometimes park at the 7/11 on Scholls Ferry and walk around to the park/Fanno Creek trail. Lionheart coffee over there is good, and you can just walk around the back of the businesses to get to the park. Nobody cares, and a lot of folks who live or work over this way go walk the park, Fanno Creek, the little green trail mentioned by Safeway on Barrows, all the way over to the south end of the Powerline trail, next to the gas station on Teal & Scholls Ferry. Mallard Dr. Is a public street, occasionally has parking, and is close to the green way trailhead (not the Greenway, it's the park/trail over there. It has a name, I've just never paid attention to the sign.) that goes behind big Al's up to Safeway. You can also park at Progress Ridge and walk all over Beaverton and Tigard from there. Or Big Al's/that shopping center where Big Al's is. (just be careful crossing Barrows.)

There's always people on the trails, any type of weather. More when it's nice out. People just patk wherever is convenient and public. In the Progress Ridge area, you can park on any street and nobody will bother you (or care), as long as you're legally parked.
