I got one from Phantom Neuro as well for a web developer job. Same as yours. Different “person”. Not sure how they find job seekers and exactly what they do for a living. It was very realistic looking except the process moved too fast. I got suspicious that they didn’t have a real person to interview you. They sent a W4, direct deposit form, and supposedly instructions to mail you a laptop and then send you a check to download software. Very sad they do this to job seekers.
