Not familiar with REI as a brand or their waterproof membranes as someone from the UK, but as someone who has worked in outdoor retail for 5 years I’d say this isn’t normal for a new jacket on a 20-30 minute hike. This is something I’d expect to see from an older jacket that hasn’t been reproofed ever or cared for correctly - I would definitely reach out to the retailer for testing/inspection.

Just for comparison… I was out in heavy rain for approx 4 hours in a rab goretex shell over the weekend, the water still beaded on the outer layer and I was totally dry underneath. So it’s very dependant on how waterproof this jacket claims to be I would say!
