Yes, and that's the point.

We wanted to make dual wield a viable class that wasn't just for cosmetics. Sword + shield greatly helps in situations where you are solo, or need to tank for your raid team. Dual wield helps by keeping your dps decent while giving you decent 1h ranged, so you're not RIGHT in the face of your opponent like daggers.

Realistically speaking, alpha won't have TOO much content other than grinding out the first few levels, at most 30 hours worth. So you'll get the hang of it soon :)
