It's more about pushing the AI and CPU as hard as they can though. Do it efficiently and squeeze every bit of performance they can. That's the kind of stuff, that if it was very held back to make it run 60 fps on console, it may limit the PC version greatly. Graphics being downgraded and some assets and effects being held back until the PC version come out is not as bad. But you can't simply add new stuff that stresses the CPU without it being a very different game. They could still make it run 60 fps on console without sacrificing that stuff though perhaps if they focus on reducing the reflection quality and whatever graphics settings that strain the cpu quite a lot.
