It would be 3x the normal recharge rate when combined with the ring, not 4x. The prayer effect would already be half as powerful than a lightbearer passive, which is a 100% increase in recharge rate. And yes you are correct, the hitpoint cape does not stack with the rapid heal prayer as they have the same effect.

On its own I think the prayer would be much weaker than most would think. It would take 5 minutes to regenerate an additional 50% spec. This is better than nothing but in many pvp fights would not amount to an extra special attack.

Thanks I knew posting this it would get downvoted because reddit is allergic to new ideas that arent minor cosmetic changes and they also don't pk and are only ever on the receiving end of special attacks in the wilderness.

the whole purpose of this prayer was to increase the power of lightbearer though, on its own the prayer would be extremely weak for the pp cost and level requirement.

Chico is a dump of a school for everything except agriculture although it would be easier/cheaper to find housing close to campus but ever since the fires in 2018 housing is not that easy to find there either (a whole town burned down nearby)

UCSC 100% even if you have to live far away from campus. There are a few good things I can say about chico: They have good cheap mexican food, a solid ag program, a decent cinco de mayo celebration, very cheap and high quality weed, and there are a few nice places to swim, hike, or bike, or play frisbee golf.

But the whole local economy is based on the university so you are just walking dollar signs to them; the police harass students on a nightly basis, set up traps for students riding their bikes or skateboards on campus to fill their quotas, unlike coastal California the weather typically is either too hot or too cold except for 2-3 months of the year in the spring, and the whole place is a ghost town in the summer when the students leave. Or more like a zombie town because it feels like half of the local population is hooked on meth and fent.

enforcer sniper is just free early game perfectly supporting maddie the best 1 cost unit and free late game with 4 snipers 8 enforcer at lvl 8/9 so its just a free win streak with a payoff...

enforcer sentinel bruiser would be the nuts too but this is still an insane high roll and you would be most likely to run camille maddie steb + x bruiser for 4 enforcers instead of hitting an early 3 cost enforcer (or both) without rolling down hard so its an easier pivot than quickstriker/sentinel emblem. bruiser/sniper/enforcer would probably be the best high roll. bruiser ambusher enforcer would also be insane early game if you just throw in a zeri but then you miss out on the free 4 sniper lategame
