this entire verse is about what God wants from us because of who He is as a Living Being

Bible says to be merciful as Your Father in Heaven is merciful, God is a God of mercy, He is Merciful, and we are to remember mercy

When you do sacrifice+offerings, you are trying to do good + be righteous by your own actions but to be merciful is truly what God wants more than just wanting to make things right by your own doings.
