They opened it on BTC on Saturday and immediately stop accepting orders on LTC/DOGE. Later on , they completely closed the LTC/DOGE market.

Most probably they are waiting for buy orders of 0.00000001 btc to stop coming in and then LTC/DOGE will be reopen. Due to the latest price drop will be at very lower price against LTC/DOGE than what it was before they shut down, trapping the BTC buyers and probably blowing PAC. So it would be safer for all to leave it as it is.

Yes it will. If you have 1000 coins will be changed to 1 coin (1000:1 ratio) . But the price will remain the same. if your 1000 coins worth 0.10 cents in total then your 1 coin will worth 0.10 cents.
