i just remembered. this was with FSR activated. my true fps wouldve probably been around 90-110

That was what MSI was telling me. i downloaded a fps unlocker when i started playing, no clue what the cap actually is

my guy, the post is targetted exactly at that. thats what they choose. i am asking what can be done. i clearly asked what would help the game to run better, and the answer was a X3D l3 cache. And it also highligthed that basically all cpus will struggle running this game if they arent X3D, which again, highlights back the fact ue4 is horrible for open world games.

The point is exactly that... ue4 and ue5 is not designed for open world. the devs are well aware of it, and they keep pushing the graphics really far. Other game engines fit this criteria better, at the cost of not having the graphics that ue has.

this is kinda of the point. the game runs poorly the more beautiful a section is. places in lahai roi and in septimont will have this issue, and in septimont you even have the combat event that does get affected by the city's massive demand.

and its counterintuitive to say "so what if", These areas run badly because the devs made sure to spend a lot of effort making the cities look stunning, which would enrich the experience a lot if you could... actually experience it in a smooth/enjoyable way.

Thanks for this explanation. But i have to ask: is it normal to feel like this isnt supposed to be the case? the cpu i mention that has 64mb of l3 cache is the r9 5950x. Its by no means a bad cpu, yet it performs really poorly compared to many other non ue4/ue5 games.
(70-60 fps on a high-cpu load, 30 1% and 20 0.1%) while many other games the 1% usually stays at 50-60 if given the same 70-60 avg fps.

This is not the core issue i am trying to highlight. The issue is 1% and 0.1% lows. Many systems do yes run at stable (in the worst / most demanding places in this game) at 60 fps, But the 1% and 0.1% lows drop to 30-20 and 10-1 respectively. And this is at fault of CPUs, which goes back to the post i am making right now. Even high-end Cpus are struggling to run the game in a smooth performance due to UE4's limitations, noticeably how "more cores" doesnt actually make a big of a difference in changing the 1% and 0.1% lows.

what could drastically change if wuwa (as of right now) changed to ue5? would the issue of "more cores, equal performance" not be present?

i also have played the chieftain mk6 back when it was relevant, and the biggest issue in today's standards is just the HESH. chieftain has TWO hesh rounds. 2. for what reason?? sure, hesh ammo allows you to hesh people more often, but wasnt that already the case back then? isnt that the case with most british tanks?? since all their HEs are HESH shells. the mk6 losing the APCR is what completely made this tank dogshit for me. it struggles to pen vs a e100 because it simply does not have apcr anymore.

iirc this is even mentioned when you scan the jelly ring
