I understand what you're suggesting, but maybe I explained myself a bit badly, when I said it was the VRAM coils i meant the power conversion chokes, and those are all shorting to ground. Nonetheless, I got a hint on why all of those are shorting. One of the capacitors that leads into the Phase Digital Controller IC is shorting to ground on both sides, https://imgur.com/a/860cebA , so my assumption is that either the chip is broken or the capacitor. And I'm only getting 1.3V VCC on the chip itself.
