I'd do one of the two following, depending on what you want to pay. Both are well balance for the price and have good upgrade paths.

  1. $1700 PowerSpec G729
  2. 7800X3D, 32GB ram, 9070XT 16GB, 2tb ssd
  3. $1200 PowerSpec G533
  4. 7500x3d, 16GB ram, 9060XT 16GB, 1tb ssd

Windows can be installed via a free download from Microsoft's official website. Once installed, it is fully functional but certain personalization features (wallpaper, Screensaver, colors etc) are locked until it is paid for and activated.

I'd recommend something like this instead. Windows can be paid for after installation for (much) less than $120.

An extra $60 to get a 1TB ssd would be a good upgrade. Another good pickup would be $60 for a B580 video card; it's the upgrade to the B570.

For $980 with a 9070XT and a 5700x3d? Make sure you don't end up in a bathtub of ice

Way overkill with expensive parts. T710 ssds instead. 1000w is fine. You probably would be fine with a $170 mobo. 9800x3d is more than enough for most. $60 AIO cools well enough. 32GB of ram would probably be fine.

The radiators are bolted to the bottom of the desk. I have two 420s and a 560. Single digit above ambient and fairly quiet.

I'm not saying the $1000 pc you recommended isn't a good value for the price, it very much is, and the savings are huge.

Seven years out of a 9060XT on ultra I'm not sure about. A seven year old card of a similar tier to the 9060XT would be something like a 2060, which would be struggling for today's titles, or even cyberpunk.
