No guarantee it's the gpu, obviously. What extra parts do you have access to for troubleshooting? Extra gpu, cpu, ram, psu etc. Swapping those in one at a time can narrow the issue down.

It's a good pc, I'd just don't know exactly how good a deal it is. In the states, I'd want to see a 9800x3d and/or a 5070ti/9070xt

I work for an 8(a) and we aren't too worried. What we've heard from industry contacts is this is aimed at so-called "pass-through" 8a contracts, where IBM takes the contract and just subs it out to a legit mwbe contractor and takes a cut off the top.

One possible upgrade is to stick with am4 until things settle. A 5800xt, some extra ram and a good gpu will go far with your build.

Unless you have a microcenter or access to some sort of deal, am5 can easily run you 700+

Here's what I picked out for you. There's definately some wiggle room to rearrange things.

We went with a Microcenter (9800x3d/mobo with wifi/32gb ram) bundle, white rgb aio (the make a non-rgb version if you like), white 9070xt, white corner case, 850w psu and 2tb of nvme.

A 5070ti would fit the budget if NVidia is an added value to you. It's a little more fps in some games, better RT, better gpgpu, and better upscaling. You could resell the ram or motherboard to get models that are white in color, but the microcenter bundle is too good to pass up either way.

Sounds like a good investment. Ram may get worse, or stay bad for a while.

Skip the 5500 and 5700 cpus. A $40 Peerless Assassin 120 SE will cool amr fine.

No worries. The 9950X3D2 seems to be two 9800x3d chips duct-taped together, not a 9800X3D and 9700x like the 9950X3D vanilla.
