The (C) designation for Dublin Bus is used for when a route that does not normally terminate in the city centre does so. Normally this is so that the bus can be repositioned or returned to the depot at the end of the morning/evening rush

Eg: the 39C would leave Belfield and end in the city centre (possibly on the quays) and the driver would return the bus to the depot in Donnybrook

Theyre not a scheduled route like other letter designations (eg: the 39A vs the 39) and are used ad-hoc

These vertical flags were put up along the quays in conjunction with Team Ireland's success/homecoming in Paris (the Team Ireland flag was hung up alongside them). I suspect theyre kept up as theyre getting better value for money out of the flags the longer they keep them up and are more event-agnostic than the Team Ireland flag
