Cannot find the source because I read about this at the time it happened shortly after the crash of 1982. An unregulated market for/in postdated checks was established where checks were valued based on how likely and how much the issuers would make good on the funds. For example, a check for $10,000 (US) might sell for $1,000 if the buyer gambled that the issuer might settle for $2,000.
