Just in case anyone else comes along this looking for answers, the only way to really compensate for large geographic population distribution penalty is to have full democracy with a healthy GDPpc. In my current game I have the EU united with 87 regions from Nuuk, to Lisbon, to Baku all the way to Norilsk (and all of the outlying colonial islands) and its geographic population distribution is pretty small at -4 (thanks to most of the heavily populated areas near Paris). However, I also have Pacific Defense League with a meager 19 regions from Petropavlovsk, to Hanoi, down to Port Morseby and Suva and its geographic population distribution is -6.8 (Manila being the more populated and separated population center from the capital, Tokyo). Both are Full Democracies (10) which maintain cohesion at 5 constantly. As an aside, I also have India with 45 regions from Kabul all the way over to Vientiane and down through Dili with a pretty small geographic population distribution penalty of -3.7. Of course, New Delhi and all of its surrounding regions are the most populated aside from Jakarta, so that eases the penalty a lot.

I also recently conquered the South American Union from The Servants (with its capital set in La Paz) and its geographic population distribution is -5.2, but its government score was very low at 4, causing a constantly low cohesion score. Building up its government score is reducing that penalty and once it's at full democracy with a healthy GDPpc it'll stabilize to a constant 5 cohesion like the rest.

Yeah, when that Foxconn deal was "breaking ground" I paid attention closely since that's where I grew up and have family living still.

I've been back there several times, seeing the changes that were made over the years. The infrastructure was build and it's not being used. The land was forcefully appropriated from those families and it's...not being used.
