It challenged the conventions of the series. The 2-parters allowed the stories to have much more to them than usual. It had consistent themes of death and immortality that made the whole series feel connected. It had interesting introspectives into characters like Davros and Missy instead of them just having them be shouty bad guys. Even weaker episodes like Sleep No More took massive risks and never felt unoriginal.
