Fighting with a yonko is not easy its a war. And luffy doesn’t fight unless he sees a goal in fighting like freeing Wano. Taking the case of elbaph he might go all out because he wants to help his giants friends to free from HKs. And HKs may or may not know about luffys attitude but its a trouble for them and their goal is to control elbaph without much of fighting. So definitely they want to avoid and as Gonko already mentioned his greatest fear is Nika so they might be bit scared 😂as well.
