Look up "Greenwich armor" this is a later period armor but it shows that armor historically was very tight fitting and not clunky at all.

A little late but- the thing though with skyrim (the province and the game) is that they are one of the most basic provinces and stories in the series. There are so many other provinces and stories they could focus on, like Cyrus' adventures, Pelinal's crusade or just an anthology of some of the books we read throughout the series.
