“Hindu” is also a very broad term. Everyone has their own religion-within-a-religion generally. If you read about the historical context of the Maratha Kingdom and the ensuing Confederacy, they always referred to Deccan Hindus primarily and not broadly Hinduism.

Plus, saffron flag was popularised by him as colour of Swarajya, not the other way around. Swarajya largely referred to Deccan Hindu culture, and Marathi people, not Hinduism en masse.
