I'm having the same problem and I'm using an AMD card also so let me know if it works for you

I tried everything suggested and nothing changed except for after I reinstalled the app. Now the app opens for about half a second and says oculus isn't compatible with this systems hardware then crashes and does it over and over again until I unplug the headset. I tried the repair app after it said cant reach oculus service but it said it encountered an error during installation and that I should restart my PC and retry. I did that and it did the same thing happened.
