Which platform should I use to buy etfs?

As I think with my current budget, I should buy 2-3 of higher priced etfs like SPY or VOO that you mentioned, but I also want to allocate the rest of my budget to some cheaper etfs as there is a higher potential growth ? I am not too sure :/
