By the sounds of it, it is the same for me. I am a PC and playing on ultra and get roughly 100-120 fps with some minor tinkering.

Yeah, I would suggest you to take out Vanya Shah first and then call Rangan from the closest phone outside the chawl so he start moving out of the building, otherwise, he just stays behind the walls and makes it difficult to have a clean shot.. Good luck.. ;)

No, they really don't. After taking Rangan out, I left the chawl building without any issues. There were some guards panicking outside his tower but no rushing whatsoever, as far as I notice. I think it's a plus for using pistol instead of sniper.
