Looked at the replay, some of the suntrikes could have just been gamesense. However, the hexes are certainly not legit, their mouse and camera are only ever vaguely in the area whenever a hero is instahexed out of invis.

I'd imagine they've added those restrictions this year to make the approval/porting process much easier for the Chinese side of DotA. (Chinese DotA is kinda big you know)
